Dr. Mark J. HaLi is an internationally regarded population health executive and implementation scientist with more than two decades of experience transforming scientific innovation into real-world patient impact. His deep pharmaceutical background, spanning hematology, oncology, endocrinology, immunology, and chronic disease, has positioned him as a leading architect of modern, culturally competent health partnership systems.

HaLi’s career includes progressive leadership roles across medical affairs and commercial operations, including Medical Scientific Liaison, Institutional Business Manager in hematology, global sales trainer, senior strategist, and Thought Leader Liaison. His insistence on operating close to end-users provided unparalleled insight into patient experience, medical mistrust, and system-level gaps in care. He has collaborated with global opinion leaders, contributed to clinical development programs, and supported the evolution of immune-based and endocrine therapeutic landscapes.

As founder and CEO of Medical Scientific Exchange Partners International (MSX), and co-founder of several mission-driven entities: NABONC (co-founder Dr. James Posey, III), New Pulse Health, The League of Royal Distinctions (LORDs), and MSEPI.

He is the co-creator (with Alicia Price, AOCNP) of Modern Cancer Care (2014), the world’s first fully scoped, NP-led, culturally competent cancer survivorship clinic, and a pioneer of scalable care navigation models built to reduce mistrust and improve adherence.

Current projects include the launch of the WREHP Institute [co-designer Dr. Katisha Vance (Alabama Oncology)], a restorative learning village designed to support clinicians resisting burnout and compassion fatigue while providing continue medical education.
