Mark J. HaLi, DHSc, Globa MBA, is a nationally regarded population health executive and implementation scientist whose work spans more than two decades of transforming how scientific advancements are translated into real-world patient impact. With deep experience across hematology, oncology, endocrinology, immunology, and chronic disease systems, HaLi is recognized for building modern, culturally competent care solutions and advancing clinical research approaches that strengthen patient trust, improve outcomes, and elevate community-rooted healthcare delivery.

Throughout his career, HaLi has held progressive scientific and strategic leadership positions within major biopharmaceutical organizations. His roles, during separate tenures within medical affairs and commercial operations, including service as a Medical Scientific Liaison, Institutional Business Manager in hematology, global sales trainer, senior commercial strategist, and Thought Leader Liaison, have positioned him at the intersection of clinical research, scientific education, population health, and healthcare system redesign. He has collaborated with key global opinion leaders, supported clinical development programs, and contributed to the evolution of immune-based and endocrine-related therapeutic landscapes.

HaLi is founder and CEO of Medical Scientific Exchange Partners International (MSX), and as a seasoned social entrepreneur, is also the co-founder of multiple mission-driven organizations including the National Association of Black Oncologists (NABONC), New Pulse Health, the League of Royal Distinctions (LORDs), and MSEPI.

His innovations include establishing Modern Cancer Care (2014), the world’s first, fully scoped, NP-led, culturally competent, cancer survivorship clinic. He pioneered scalable, modern care navigation models that address medical mistrust while improving adherence and patient experience.

Currently he is launching the WREHP Institute, a respite village addressing the continuing education needs of health professionals resisting burnout.
